The Organization
The Population Health Learning Center (PHLC) was established in 2023 to address California’s critical need for a more equitable and efficient healthcare system. California's diverse population and fragmented healthcare infrastructure contribute to persistent inequities, particularly among low-income communities. PHLC was created to bridge these gaps through an innovative, scalable approach that aligns policy, technical assistance, and practice transformation to drive improvements in population health and health equity across the state.
 
PHLC strives to become a central hub for Population Health Management (PHM) and Value Based Care (VBC) innovation. To achieve this, the Learning Center (LC) oversees a variety of programs and initiatives designed to strengthen PHM and VBC capabilities. Our flagship initiative is the statewide Medi-Cal-focused Equity and Practice Transformation Initiative (EPT), a $140 million investment through 2026. In addition, the Learning Center is collaborating with multiple funders on related population health transformation projects, leveraging our existing EPT infrastructure to enhance PHM capabilities in primary care practices. This includes utilizing data and technology-driven workflows to improve care, addressing behavioral health and social needs through effective screening and response, and supporting the adoption of efficient team-based care models. The Learning Center is a fiscally sponsored project of the Tides Center, a 501(c)(3) public charity organization that fiscally sponsors over 160 projects. This work aligns with Tides’ vision, in that health equity is central to enabling all populations to thrive and to share prosperity.

The Position
Reporting to the Director of Analytics and Impact, the Senior Analyst will be responsible for ensuring data quality and creating reports and insights to support the Learning Center's programs.

Key Responsibilities
Programmatic
  • Build and maintain the infrastructure for collecting data from stakeholders, including but not limited to managed care plans, practices, and vendors.
  • Validate incoming data to ensure data integrity; assess, establish, and improve scalable data management processes.
  • Generate strategic and tactical data analyses and visualizations required to identify business and improvement opportunities.
  • Conduct simple statistical analysis and recommend pragmatic analytical methods to improve processes and outcomes.
  • Prepare presentation materials with actionable insights for internal and external audiences, including senior leaders, partners, and funders.
  • Support data-related conversations and provide technical assistance to enhance data collection and collaboration with team members and external stakeholders.
  • Create agendas and meeting materials for data workgroup sessions, present during the meetings, and facilitate discussions.
  • Collaborate with the communications team to identify and produce data analyses that tell a compelling story, sharing results with the broader field or key stakeholders to drive meaningful insights and action.

Preferred Skills and Qualifications
  • Master’s degree (e.g., MA, MPH, MBA, MPA) or equivalent work experience required; a Master's degree in statistics, epidemiology, mathematics, or a related field is highly desirable
  • Proficiency in interpreting HEDIS measure specifications for Medicaid and Medicare Advantage lines of business
  • Minimum of 5 years of experience in analyzing health care data such as clinical quality data, patient experience, utilization, and/or survey data from payer
  • Ability to gather and translate business requirements accurately and efficiently and develop scalable, replicable reporting
  • Experience building provider-facing scorecards and familiarity with patient attribution
  • High proficiency with analytical tools including Tableau and Excel. Experience with SQL, Python, and other tools a plus
  • High level of emotional intelligence
  • Excellent verbal and written communication skills including data visualization skill
  • Comfortability working with a wide range of stakeholders within and outside of the Learning Center in a collaborative and collegial manner, experience in start-up environments a plus
  • Intellectual curiosity, growth mindset, and tenacity

Compensation & Benefits:
The salary range for this position is $110,000 - $150,000.
