The Learning Center serves as the Program Office for a statewide Medi-Cal focused practice initiative, the Equity and Practice Transformation (EPT) program, a $160 million-dollar investment in primary care transformation funded by the California Department of Health Care Services (DHCS).   The Learning Center also works with a diverse portfolio of funders and partners - including Managed Care Plans, purchasers such as Covered California, and foundations including the California Healthcare Foundation and Blue Shield Foundation of California- to build Population Health Management (PHM) capabilities, advance value-based care and improve health outcomes for Californians. We serve as a strategic partner to organizations and institutions committed to advancing health outcomes and equity.  All our efforts are grounded in a shared goal: supporting a more coordinated and person-centered healthcare system that strengthens primary care and advances equitable access across California’s safety net. 

The Position 
The Learning Center is seeking a Program Manager to lead the day-to-day execution of one or more programs and to serve as the primary operational owner for the programs they support. This is the foundational program role on the team, reporting to a Senior Program Manager and working closely with program, evaluation, and communications staff to move complex, fast-paced work forward. 

Building on a strong foundation of coordination and administrative skill, the Program Manager goes beyond execution to take ownership of workstreams, anticipate needs, exercise judgment, and manage tasks and timelines to completion with minimal supervision. The role combines hands-on operational delivery, including meeting and event coordination, documentation, and program administration, with growing responsibility for planning, problem-solving, and stakeholder management. 

This position is ideal for an organized, proactive, and detail-oriented professional who is ready to own programmatic operations end to end in a mission-driven health care organization. The Program Manager will interact with staff at all levels, both inside and outside the organization, and will contribute to the successful execution of high-level work that supports historically underserved populations. 

What the Work Looks Like Day to Day 
This role supports the operational backbone of the Programs Team. On a typical day, the Program Manager may be scheduling meetings, preparing materials, developing and formatting slides, updating workplans and trackers, documenting meeting notes, coordinating logistics for learning sessions, analyzing and summarizing program data, and following up on action items to ensure tasks move forward. 

The role involves managing multiple tasks across several programs at once and requires strong attention to detail, organization, and follow-through. Much of the work happens behind the scenes to help program teams stay organized and meet deadlines.

Key Responsibilities 

Program & Project Management 

  • Serve as the operational owner for assigned programs, managing tasks, deliverables, deadlines, and timelines to completion with limited supervision. 
  • Anticipate needs, identify action steps, prioritize competing demands, and proactively resolve issues to keep programs running smoothly. 

  • Maintain project trackers, work plans, and shared documentation, and provide regular status updates to program leadership. 

  • Coordinate across cross-functional teams spanning programs, evaluation, and communications to ensure work is aligned, accurate, and delivered on time. 

  • Contribute to program planning and process improvement, recommending ways to strengthen systems, processes, and tools. 

  • Coordinate administrative tasks related to grants and participant payments across programs as needed. 

  • Manage requests for information and requests for proposal schedules and activities, log new projects, draft grant awards and correspondence, and work with PHLC program staff. 

  • Maintain grant records, including monitoring deliverable due dates and coordinating the payment process, and collaborate with program teams to develop reports that comply with funder requirements. 

  • Conduct research as needed to support program and grants activities. 

Meeting & Event Coordination 

  • Lead the planning and execution of logistics & communications for virtual, in-person, and hybrid program-sponsored meetings and events, ensuring seamless coordination in a mostly virtual environment. 

  • Develop and share detailed agendas, participant lists, and background materials to support effective participation; capture notes and track action items through to follow-up. 

  • Manage participant communications, including invitations, updates, registration, and follow-up materials, to keep attendees informed and engaged. 

  • Manage web conferencing logistics for virtual events, and oversee room setup, technology, and catering for in-person meetings to create a welcoming experience for attendees. 

  • Support coordination of learning sessions, office hours, and program events, and help run an eLearning system, including posting materials, creating accounts, and developing usage reports. 

Administrative & Analytic Support 

  • Coordinate scheduling of appointments, meetings, and conference calls in support of programmatic activities. 

  • Organize and maintain program materials and contact records, ensuring efficient document management across internal and external program teams and in the organization-wide database. 

  • Monitor and manage program-related email through shared inboxes, responding to or routing messages and following up as needed. 

  • Tabulate evaluation survey and attendance data from learning events, prepare descriptive analyses, and draft reports, summaries, and case studies to spread insights and best practices. 

  • Prepare slide decks, briefing materials, and routine communications to support program leadership and stakeholders. 

Team & Culture Building 

  • Contribute to a collaborative, inclusive environment that supports professional growth and development. 

  • Promote a culture of continuous improvement by identifying opportunities to enhance systems and team capacity. 

  • Act as a cultural steward, ensuring the Learning Center’s values of equity, inclusion, and collaboration are reflected in the team’s work and interactions. 

Required Qualifications 

  • Bachelor’s degree, or an equivalent combination of education and relevant work experience. 

  • A minimum of five (5) years of experience in program coordination, project management, or administrative support, ideally in a fast-paced, professional environment. 

  • Demonstrated ability to manage multiple tasks and projects simultaneously, meet deadlines, and exercise sound judgment with minimal supervision. 

  • Strong organizational skills and meticulous attention to detail in prioritizing tasks and projects. 

  • Excellent verbal and written communication skills, with the ability to influence and collaborate with individuals at all levels, both within and outside the organization, using tact and discretion. 

  • Strong technical proficiency with Microsoft Office Suite, including experience managing email and calendars. Experience with project management tools & platforms preferred. 

  • Experience using Zoom to organize multi-faceted virtual events. 

  • Highly resourceful team player able to work independently and autonomously, with intellectual curiosity, a growth mindset, and the tenacity to get the job done. 

  • Interest in health equity, public health, or nonprofit program operations. 

Preferred Qualifications 

  • Experience leading meetings, events, or projects in a professional setting. 

  • Experience supporting senior-level professionals in a fast-paced environment. 

  • Exposure to health care, public health, nonprofit, or government environments. 

  • Experience working in a remote or hybrid team setting. 

  • Experience with grants administration or funder reporting. 

Location 
This role will be required to be in office at our location in Oakland, Ca for at least 1-2 days per month.  
Applications will be evaluated on a rolling basis.  California residents are strongly preferred (San Francisco / Oakland / East Bay preferred). 

Compensation & Benefits 

The salary range for this position is $107,000 - $145,000. The Learning Center offers a generous benefits package that reflects our commitment to team member health and wellness.
